The Committee on Small Business moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill No. 2563 -- H. B. 2563 -- “A Bill to amend and reenact §11-16-6b of the Code of West Virginia, 1931, as amended; and to amend and reenact §11-16-11a of said code, all relating to permitting licensed brewpubs, Class A retail dealers, Class B retail dealers, private clubs, Class A retail licensees and Class B retail licensees to serve complimentary samples of nonintoxicating beer or nonintoxicating craft beer manufactured in the State of West Virginia, limiting the samples allowed to each patron, and requiring that the entity providing the complimentary free samples verify the age of the patron and that the patron is not visibly intoxicated; and removing the requirement that the commissioner provide written approval for a beer sampling event, allowing Class A retail licensees to offer complimentary nonintoxicating beer samples, and governing the requirements of dispensing the complimentary nonintoxicating beer samples.”
